Dear all who signed the European Food Declaration,
We are pleased to share with you the reworked FoodSovCAP paper, reaction
to the legislative CAP proposals published by the European Commission
last October (see the press release of foodsovcap on October 12th)
Thanks to everyone who gave their comments and helped out finalizing the
paper!
Now that we have agreed in general on what we think about the proposals
and have some ideas to improve those, we should start using the paper to
convince our national ministers and representatives in the European
Parliament (EP) to make the needed changes in order to move at least a
little bit towards a better Common Agricultural Policy!
What you can do is following:
1) Sign up to the paper!
It is important to show that many ORGANISATIONS across Europe are asking
for the same changes.
Therefore ORGANISATIONS (not individuals) are asked to send their
agreement on signing the paper BY THE 20TH FEBRUARY by sending an e-mail

2) Translate the paper into your language and distribute in your county.
We have started translating into some languages, so check with Gerard
and Stanka (stanka.becheva@foeeurope.org,gerard.choplin@eurovia.org) if
yours is one of those and if you need to translate.
3) Use the paper by sending it to relevant national politicians and
representatives of the European Parliament from your country.
This is as important as signing the paper. We need to show that many
people are actively wanting a significant change!
The next few months are very crucial in the discussions. National
ministries and parliaments but also the committees responsible for and
related to agriculture in the EP will gave regular debates on the
changes they would like to suggest.
As for now we expect the draft reports from the EP by April. This means
that the time up to then will be very important to gather support for
our asks.
In the EP the main players are in the committee on Agriculture and Rural
Development. You’ll find its members from your country here

will be in their constituencies where you can meet them in the week of
20th February and 2nd April. Otherwise you can contact them per mail.
The draft people for the reports in the committee are attached. Any
contact and action towards them would be useful. Important will be also
the influential people in their political parties and from the
Environmental, budgetary and budget control, the regional development
and the Development committees.
After April the text will be presented to the committees and MEPs will
be able to submit changes voted upon the members of their committee.
This is also important time to get changes in and gather support around
them. The vote of the Comagri committee is planned for autumn or later,
depending on the issue of the negotiation of the EU budget proposal for
2014-20
In parallel to EP work, the 27 agriculture ministers (Council) are
discussing the legislative proposals too. Therefore it is very important
to also meet and act towards national politicians by meeting them,
getting media interested into our view and pressuring politicians to
support strong reform etc.
Later in the decision making process, after the Comagri vote, there will
be a trilogue negotiation between EP and Council, with participation of
the Commission, to achieve a political agreement on the CAP reform
(2013- tbc)
In order to draw attention on the issue we would suggest a week of
action around 17th April to ask our politicians make the changes we
need. You will find out more on this soon on the Nyeleni Europe website.
Soon, we will prepare a letter you can send to policy maker with few
main points.
Until then we hope that as many organisations as possible sign and use
the paper!

Cari tutti coloro che hanno firmato la Dichiarazione europea per gli alimenti
Siamo lieti di condividere con voi la carta FoodSovCAP rielaborato, reazione
alle proposte legislative della PAC pubblicate dalla Commissione europea scorso
ottobre (cfr. comunicato stampa del foodsovcap il 12 ottobre)
Grazie a tutti coloro che hanno dato le loro osservazioni e hanno aiutato alla
creazione del documento!
Ora che abbiamo concordato in generale su quello che pensiamo in merito alle
proposte e alcune idee per migliorarle, dovremmo iniziare ad usare la carta
a convincere i nostri ministri e rappresentanti nazionali nell’Unione europea
Parlamento europeo (PE) per apportare le modifiche necessarie al fine di
spostare almeno un po ‘più verso una politica agricola comune!
Cosa si può fare è la seguente:
1) Iscriviti alla carta!
E ‘importante dimostrare che le organizzazioni in tutta Europa sono molte
chiedendo per le stesse modifiche.
Pertanto ORGANIZZAZIONI (non da individui) sono invitati a inviare la loro
accordo sulla firma del documento entro il 20 febbraio inviando una
e-mail a ludwig.rumetshofer @ viacampesina.at [1]
2) Tradurre la carta nella vostra lingua e distribuire nella area.
Abbiamo iniziato la traduzione in alcune lingue, in modo da verificare con
Gerard e Stanka (stanka.becheva @ foeeurope.org, gerard.choplin @ eurovia.org)
se la vostra è una di quelle e se avete bisogno di tradurre.
3) Utilizzare la carta inviando a rilevanti politici nazionali e
rappresentanti del Parlamento europeo dal vostro paese.
Questo è importante quanto la firma della carta. Dobbiamo dimostrare che molte
sono le persone che attivamente vogliono un cambiamento significativo!
I prossimi mesi sono molto importanti nelle discussioni.
Ministeri Nazionali e parlamenti, ma anche le commissioni competenti e per
relative al settore agricolo nel PE hanno fatto regolarmente dibattiti sui
cambiamenti che vorrebbero suggerire.
Per ora ci aspettiamo che le reazioni del Parlamento europeo entro aprile. Ciò
significa che il tempo fino ad allora sarà molto importante per raccogliere
sostegno per la nostra domanda.
Nel Parlamento europeo gli attori principali sono in seno alla commissione per
l’agricoltura e Sviluppo Rurale. Troverete i suoi membri dal vostro paese qui

Essi saranno nelle loro circoscrizioni elettorali in cui è possibile
incontrare nella settimana del 20 febbraio e 2 aprile. Altrimenti è possibile
contattare per posta elettronica.
I progetti partecipati consegnati alla commissione sono allegati. Qualsiasi
contatto o azione attraverso questi documenti e verso la commissione sarebbe
utile. Importante sarà anche contattare persone influenti nei partiti politici
e nell’area della tutela ambientale, controllo di bilancio pubblico, sviluppo
regionale e i comitati di sviluppo territoriale (?).
Dopo aprile il testo sarà presentato a commissioni e deputati dovremmo essere
in grado di inviare le modifiche votate ai membri della propria commissione.
Questo è anche il tempo importante per ottenere cambiamenti e raccogliere
sostegno intorno a ciò. Il voto del comitato COMAGRI è previsto per l’autunno o
versioni successive, a seconda del tema della negoziazione della proposta di
bilancio dell’UE per 2014-20
In parallelo al lavoro del Parlamento europeo, i 27 ministri dell’agricoltura
(Consiglio) stanno discutendo le proposte legislative. Pertanto è molto
importante per confrontarsi e agire anche nei confronti dei politici nazionali
incontrandoli, ricevendo media interessati nella nostra vista e lobbies di
politici
per sostenere fortemente la riforma.
Più avanti nel processo decisionale, dopo il voto COMAGRI, ci sarà una
trattativa tra il Parlamento europeo e Consiglio d’Europa, con la
partecipazione della Commissione, per raggiungere un accordo politico sulla
riforma della PAC (2013 – da confermare)
Al fine di richiamare l’attenzione sul tema si suggerisce una settimana di
azione intorno 17 aprile al chiedere ai nostri politici di fare i cambiamenti
di cui si ha bisogno. Troverete più informazioni su questo presto sul Europe
Nyéleni sito web.
Presto prepareremo una lettera che si può inviare al decisore politico con
pochi punti fondamentali.
